The mistake is to treat the date as only a legal department deadline. For coffee importers, it touches purchasing, packaging design, artwork approval, logistics, distributor onboarding, and supplier contracts. A pouch specification approved by procurement, a recyclable claim added by marketing, or a carton weight needed for EPR reporting can all become compliance issues if nobody has assigned ownership before the shipment moves.

Supplier paperwork is still essential. It just should not be treated as a shield. Importers need to review whether the documents match the actual SKU, material structure, components, and market. The document should identify what was tested, which material or component it applies to, who issued it, and whether it matches the current packaging structure.

The Declaration of Conformity needs an owner. Decide who prepares it, who signs it, where it is stored, and how fast it can be retrieved. Finally, map EPR by market. If the same packaged coffee is sold in Germany, France, Spain, Italy, Poland, and the Netherlands, your EPR work is not one generic task. The RFQ should also request food-contact declarations and test reports, restricted substance evidence for PFAS, heavy metals, BPA, or other relevant substances, and any recyclability assessment available for the target EU markets. If recycled-content, compostable, biodegradable, reusable, or recyclable claims appear on the pack or in sales materials, ask for the evidence behind each claim.

Documentation ownership should be part of the commercial conversation. Who prepares the Declaration of Conformity? How quickly can the technical file be provided? What happens if the supplier changes film, ink, adhesive, valve, closure, label material, subcontractor, or manufacturing site? Can packaging weights be reported by component for EPR?

The last question is easy to overlook. EPR reporting often needs packaging weight data by material category. If your supplier cannot provide reliable weights, the importer may struggle with reporting even when the pack itself is technically acceptable.

Do not forget EUDR, food contact, and product compliance

PPWR is one part of EU readiness for coffee. It sits beside other requirements, not above them.

Coffee importers also need to think about EUDR for relevant coffee supply chains, food safety and food-contact material rules, labeling, customs documentation, and any market-specific retailer requirements. For instant coffee mixes and creamers, the ingredient and packaging review may involve more than coffee. Dairy or non-dairy creamer sachets, sweeteners, additives, and composite packs can add extra checks.

This is why procurement should avoid asking suppliers one broad question: “Is this EU compliant?” The better request is specific: “Provide the PPWR packaging evidence, food-contact documents, EPR data, EUDR-related coffee documentation where applicable, and packaging change-control process for this SKU.”

That level of specificity protects both sides. The supplier knows what evidence is expected, and the importer can judge whether the pack is ready for the intended market before purchase orders, artwork approvals, and shipping dates create pressure to accept weak documentation.

A practical readiness workflow for importers
