Since 12 August 2026, PPWR readiness has no longer been a future compliance project. It is now a practical buying requirement for packaging placed on the EU market. For food and coffee buyers, supplier conversations cannot stop at price, shelf life, print quality, minimum order quantities, and delivery terms.
The core question is more direct: can each supplier prove what the packaging is made from, how it is intended to be used, whether it meets substance restrictions, and what data the buyer needs for downstream reporting?
That proof should be organized before purchase orders become urgent. Coffee bags, valve pouches, cartons, cups, lids, labels, shipping boxes, retail-ready packs, sample boxes, and e-commerce mailers may all need documentation. A supplier’s verbal assurance is not enough. EU buyers need a clear file that can be checked, updated, and shared internally with compliance, sustainability, quality, procurement, and logistics teams.
The EU Packaging and Packaging Waste Regulation, usually shortened to PPWR, changes how companies design, source, document, and manage packaging in the EU. For buyers, the most important shift is that packaging compliance becomes more evidence-based. It is no longer enough for a supplier to say a pack is “sustainable,” “recyclable,” or “EU compliant.” The claim has to be supported by documents that match the exact packaging being supplied.
Food and coffee packaging is especially exposed because it often combines several material layers and functions. A coffee pouch may include paper, plastic film, aluminum or metallized barrier layers, ink, adhesive, a degassing valve, a zipper, and a label. A takeaway coffee format may include a cup, lid, sleeve, stirrer, napkin, and transport packaging. Each component can create a documentation question.
For EU buyers, the goal is not to become the packaging engineer for every supplier. The goal is to collect enough structured evidence to show that packaging has been assessed, documented, and managed at SKU level.
Start by mapping the packaging you actually buy or place on the EU market. In coffee and food supply chains, that usually means looking beyond the primary retail pack.
Retail coffee bags, including flat-bottom bags, side-gusset bags, stand-up pouches, and valve pouches, should be documented. So should degassing valves, zippers, tin ties, labels, stickers, sleeves, and hang tags. Inner liners, sachets, capsules, pods, wrappers, and multipack films may also fall within the review. Responsibilities depend on the role in the supply chain. A packaging manufacturer may hold technical files and test reports. A food or coffee supplier may hold packaging specifications and declarations from its packaging vendors. This is why buyers should avoid vague requests such as “please confirm PPWR compliance.” A better request asks for the exact documents behind each packaging SKU and component. It also makes clear which EU markets are involved, which product formats are in scope, and whether the documentation is needed for direct food-contact packaging, secondary packaging, transport packaging, or all of the above.
A useful PPWR file is not a single certificate. It is a controlled set of documents that links each packaging item to its material composition, use case, supplier evidence, conformity statement, and reporting data.
Use the checklist below as a working structure for food and coffee supplier onboarding, annual supplier reviews, and packaging change approvals.
Start with the basics. If the packaging cannot be identified clearly, the rest of the file will be weak.
Request a packaging bill of materials for each SKU or packaging format. It should identify every major component, not just the outer pack. For a coffee bag, that may mean the outer printed layer, barrier layer, sealant layer, degassing valve, zipper or closure, adhesive, ink system, label or sticker, secondary carton, and pallet or transport packaging.
For each component, ask for the material type, supplier name, thickness or weight where relevant, and intended function. Buyers should also request pack dimensions, net content, pack weight, and packaging weight. These details support recyclability assessment, EPR reporting, and internal comparisons between suppliers.
A strong file should also record the country where the packaging is manufactured, where it is filled or packed, and where it will be placed on the EU market. That helps clarify who is responsible for what.
The technical documentation file is the backbone of PPWR readiness. It should explain how the packaging was assessed and what evidence supports that assessment.
For food and coffee packaging, the file should include the packaging specification sheet, bill of materials, intended use, and food-contact use where applicable. It should also include packaging drawings or component descriptions, material declarations from packaging suppliers, test reports or supplier certificates supporting substance compliance, recyclability or design-for-recycling assessments, recycled content evidence if claimed or required, labeling and artwork approvals, and a change history with version control.
Buyers should ask suppliers to organize this at SKU level. A general company policy is helpful, but it does not replace evidence for the actual pouch, cup, lid, carton, or label being supplied. If a supplier uses the same packaging structure across several SKUs, that can be noted, but the link between each SKU and the supporting evidence still needs to be clear.
A Declaration of Conformity is useful only when it is tied to the actual packaging and backed by evidence. Buyers should check that the declaration clearly identifies the supplier, packaging item, version, material scope, applicable requirements, and date of issue.
When reviewing a DoC, ask whether it names the exact packaging format or SKU. Check whether it covers all components or only the main material. Confirm that the issuing party is clear, the declaration is current, and the document references supporting evidence such as test reports, material declarations, or design assessments. For food and coffee packaging, the declaration should also align with the intended use, including food contact where relevant.
Avoid accepting a broad declaration that says a supplier’s packaging is “EU compliant” without linking it to the specific packaging you buy. That kind of statement may be commercially convenient, but it is weak evidence in a buyer file.
Food and coffee packaging usually needs food-contact evidence in addition to PPWR evidence. Coffee is sensitive to aroma, moisture, oxygen, migration risk, and shelf-life performance. Packaging that works technically must also be appropriate for food-contact use.
Request food-contact declarations for direct-contact components, such as inner pouch layers, sachets, capsule materials, cup linings, lids, and any coating or adhesive system that could be relevant. The documentation should identify the food-contact status of each relevant component, the intended food type or use condition, temperature and storage assumptions where applicable, migration testing or supplier evidence where required, and any limitations on use.
This matters in coffee because roasted beans, ground coffee, instant coffee, and ready-to-drink formats do not always use the same packaging logic. A declaration for one format may not automatically cover another. If a supplier provides a food-contact statement, ask which exact materials and use conditions it covers before relying on it.
PPWR discussions often raise questions about substances of concern, including PFAS and heavy metals. Buyers should not rely on claims such as “PFAS-free” or “safe material” without documentation.
Ask suppliers for substance compliance evidence that covers relevant components, coatings, inks, adhesives, barriers, and food-contact surfaces. For coffee packaging, pay close attention to grease-resistant papers, coated cups, compostable-looking materials, printed layers, and any barrier coatings.
Your request should cover PFAS statements or test evidence where relevant, heavy metals evidence, ink and adhesive declarations, coating declarations, supplier material safety or compliance statements, and lab reports where needed for higher-risk materials.
If a supplier cannot provide testing, ask whether evidence is available from the upstream material supplier. If not, document the gap and agree on a timeline, alternative material, or additional testing route. The important point is to make the risk visible. A missing test report should not disappear into an email thread with no owner and no due date.
Recyclability is not a marketing phrase. Buyers need to know how the packaging has been assessed and what recycling stream it is designed for.
For coffee packaging, this can be difficult because barrier performance is often essential. Traditional multilayer pouches may protect aroma and shelf life well, but they can be harder to recycle. Mono-material films may improve recyclability, but they still need to meet product protection requirements. A credible review considers both sides: the environmental design goal and the product performance requirement.
Ask suppliers for a recyclability assessment by packaging format, a design-for-recycling rationale, material structure and layer information, and an explanation of barriers, coatings, valves, labels, and closures. Buyers should also ask suppliers to identify any country-specific recycling limitations known to them and provide the evidence behind recyclability claims.
For paper cups, ask about the lining. For lids, confirm polymer type. For labels, check adhesive and material compatibility with the main pack. Small components can affect the overall recyclability story, especially when they interfere with sorting, separation, or material quality.
Where recycled content is used or claimed, ask for evidence that is specific, current, and traceable. This is especially important when suppliers mention PCR, recycled plastic, recycled paper, or sustainability improvements in commercial proposals.
The file should show the PCR or recycled content certificate where available, the material supplier declaration, the percentage of recycled content by component, and whether the content is post-consumer or post-industrial. Chain-of-custody information should be included where available. Depending on the supplier setup, buyers may need batch-level evidence, annual evidence, or a clear explanation of how recycled content is controlled in production.
Be careful with vague claims such as “made with recycled material.” That may be true, but it is not enough for a buyer file. You need to know which component contains recycled material, how much it contains, and what evidence supports the claim.
Extended Producer Responsibility reporting often depends on accurate packaging data. Even when the EU buyer manages registration and reporting, suppliers may need to provide the raw information.
For each packaging SKU, collect the packaging material category, weight by component, units supplied, country of destination where known, reusable or single-use status, and the breakdown between primary, secondary, and transport packaging. Buyers should also ask whether the supplier already maintains packaging tax or EPR reporting data in its own systems.
This data should be stored in a format your team can update. A PDF is not always enough. Procurement, finance, sustainability, and compliance teams often need spreadsheet-level detail for reporting, reconciliation, and internal controls. If the supplier can provide both signed documents and structured data, keep both.
Packaging labels and artwork can create risk if they include unsupported environmental claims. Words such as recyclable, compostable, biodegradable, recycled, plastic-free, or eco-friendly should be checked carefully.
Ask suppliers to provide artwork proofs and the evidence behind any claim. For coffee products, check retail bags, cartons, cup sleeves, stickers, labels, and e-commerce inserts. If packaging varies by market, keep market-specific versions in the file.
Your checklist should include final artwork files or approved proofs, a packaging claim register, evidence for recycling or compostability claims, country-specific labeling notes where relevant, and version history for artwork changes.
A small artwork change can create a documentation issue. Build a process where packaging changes trigger document review before production. This is especially important for private-label coffee, where buyers may control the brand presentation but rely on suppliers for packaging specifications and technical evidence.
The best checklist will fail if no one owns the workflow. Treat PPWR documentation like a supplier quality process, not a one-time email chase.
Create one file per packaging SKU or product-pack combination. Assign an internal owner. Set review dates. Track missing items. Record the source of each document and the date it was received.

Incomplete documentation is common, especially where non-EU suppliers rely on upstream packaging vendors. The key is to separate minor admin gaps from material compliance risks.
If a supplier lacks component-level data, ask them to go back to the packaging converter or material supplier. If they cannot provide PFAS or heavy metals evidence, decide whether testing is needed or whether an alternative material is safer. If recyclability claims are vague, remove the claim from artwork until evidence is available. If recycled content is mentioned in sales material but not certified, treat it as unverified.
Procurement teams should avoid quietly accepting gaps because “the supplier has always been reliable.” Product quality and documentation readiness are related, but they are not the same thing. A supplier may ship excellent coffee and still have incomplete packaging records. The buyer’s task is to make that gap visible early enough to manage it.
PPWR readiness should become part of normal supplier management. Add documentation checks to supplier onboarding, packaging change approval, annual reviews, and major tender processes.

The most useful first step is to build a SKU-level packaging register. List every food or coffee product, every packaging component, every supplier, and every EU market where the item is sold. Then attach the evidence. Do not wait until every supplier is perfect. Start with the highest-volume and highest-risk items.
For each supplier, request the core PPWR documentation set, review it, and mark the gaps. Where the risk is low, set a follow-up date. Where the risk is material, agree on testing, replacement documentation, or packaging changes before the next production run.
